(Reuters) - It looked like a textbook win-win deal when Australian high-speed ferry designer AMD Marine Consulting formed a joint venture in 1993 with the engineering arm of a state-owned Chinese shipbuilder.

The joint venture partner, Guangzhou Marine Engineering Corporation, a subsidiary of the giant China State Shipbuilding Corporation, gained access to state-of-the-art technology in wave-piercing, aluminum-hull designs.

For AMD, a Sydney-based private company, the payoff was a foothold in China's maritime market during a period of rapid growth.

The joint venture, Seabus International Co, began designing high-speed aluminum catamaran ferries and sea rescue vessels for China's inland and coastal waters, according to the company's website.

That's when a third winner emerged.

Attracted to the performance of these fast, stable and relatively cheap vessels, the Chinese military adopted the technology as it began replacing its aging missile boats that had been derived from an obsolete Soviet design.

The new fleet of missile boats are part of a naval buildup that back up China's claims to islets and reefs in the South China Sea, waters rich in oil and gas and which half the world's ship tonnage passes through each year.

This growing military muscle has prompted the United States to make a strategic shift toward Asia.

U.S. Defense Secretary Leon Panetta, on his first visit to the region since announcing that shift in January, will brief allies about it this weekend, beginning with "The Shangri-La Dialogue". The event brings together senior civilian and military chiefs from nearly 30 Asia-Pacific states to foster security cooperation and takes its name from the host Singapore hotel.

MISSILE BOAT

Since 2004, the People's Liberation Army (PLA) navy has deployed a rapidly expanding fleet of heavily armed, Houbei class fast-attack missile boats based on AMD's advanced catamaran hull.

In a clear demonstration of the value of foreign dual-use technology in China's rapid military buildup, the Houbei class or Type-022 as it is also known, appears to be adapted from the AMD 350 patrol boat design, Chinese and Western analysts say.

However, AMD's technical director, Allan Soars, said the Australian company was not involved in the design of the missile craft.

He said after the joint venture company Seabus International had designed some fast ferries it appeared the PLA Navy had decided the company's wave piercing technology would make a good platform for a military vessel.

"I have no knowledge of the mechanisms at play, but it would appear that Seabus International was co-opted by the PLA navy to design the vessel platform," Soars said. This was not done at the Seabus International offices but at a military establishment.

"The whole process was carried out in secrecy and under strict confidentiality agreements directly with the Seabus International staff who are all Chinese nationals."

PENTAGON REPORT

In its annual report on the Chinese military, the Pentagon said earlier this month the Chinese navy had deployed about 60 of the Houbei class patrol craft.

"These boats have increased the PLA Navy's littoral warfare capabilities," the Pentagon said.

The United States is also beefing up its littoral warfare capabilities in the region. The USS Freedom, first in a new class of combat ships, will be sent to Singapore next year.

The smaller, shallow-draft ships are intended for operations close to shore and capable of deploying quickly in a crisis. Singapore has discussed hosting up to four such U.S. "Littoral Combat Ships" on a rotational basis at its naval facilities.

From putting marines in northern Australia, stepping up military ties with Vietnam and strengthening its long-standing alliance with the Philippines, Washington has quickly begun executing the "Asian pivot".

"ANTI-ACCESS STRATEGY"

In the report, the Pentagon said China's defense and civilian sectors work in close cooperation to incorporate technology that could accelerate military modernization.

The cumulative effect of dual-use technology transfers, particularly from the United States, could make a substantial contribution to Chinese military firepower, it said.

The mass production of the Type-022 suggests the Chinese navy believes these vessels will complement its so-called "anti-access" strategy aimed at keeping foreign forces away from waters surrounding Taiwan in time of conflict, said Sam Roggeveen, an analyst and commentator at the Sydney-based Lowy Institute for International Policy, an independent private foreign policy research group.

China considers self-ruled Taiwan a renegade province to be brought under mainland control eventually, and by force if necessary. The United States is Taiwan's biggest ally and arms supplier and is duty-bound by legislation to help the island defend itself.

"China's anti-access capabilities are now such that it would be very difficult for the U.S. Navy to intervene in a conflict over Taiwan at an acceptable cost," Roggeveen said. "The Type-22 has made a contribution to that capability."

UNDER THE RADAR

Some analysts forecast the Chinese navy will take delivery of up to 100 of these vessels, which carry an estimated price tag of about $15 million each.

No one has suggested AMD Marine Consulting has done anything illegal. Under Australian law, exporters of military equipment must seek government approval for foreign sales but these restrictions do not apply to work done by Australian company subsidiaries operating offshore.

Soars said the advantage of AMD's wave piercing hull design was that it delivered exceptional sea keeping qualities, allowing smaller vessels to sail into rough water.

"While the military could obviously afford larger vessels we speculate that they wanted to keep the vessel size down to minimize radar signature although we cannot rule out cost considerations given the number of vessels," he said.

An Australian company is also providing aluminum hull design technology to the U.S. military. Western Australian shipbuilder Austal has won contracts to design and build a new class of littoral combat ship and high-speed transport catamarans for the U.S. Navy.

WESTERN WEAPONS SALES BAN

Despite bans on Western weapons sales to China that have remained in place since the 1989 Tiananmen crackdown, Beijing has mounted a rapid military build-up that has made the PLA increasingly capable of challenging the military dominance the United States has enjoyed in Asia since the end of the Cold War.

Average annual increases of almost 12 per cent in military spending over more than two decades have allowed China to deploy an expanding force of potent warships and submarines, long-range strike aircraft, missiles and modernized nuclear warheads.

Early in this period, China relied heavily on imports of Russian weapons but this has slowed as the domestic arms industry gears up to build more locally designed hardware.

As part of this shift, dual-use technology from abroad has been crucial to advances across a broad range of China's military technologies including satellites, communications networks, helicopters, radars, marine engines, signals processing and training simulators, military analysts say.

China's state-owned commercial shipbuilders, who also deliver warships for the navy, have been at the forefront of absorbing foreign technology.

TOP PLA PRIORITY

The link between AMD's designs and the Chinese navy was first reported in 2007 in SIGNAL Magazine, a Fairfax, Virginia-based specialist defense technology publication. Roggeveen also reported on the deal in a Lowy Institute blog.

Since then, the expanding Houbei class fleet has become a top priority for China's military with mass production involving up to five shipyards, defense experts say.

With an estimated top speed of more than 36 knots, the 225-tonne boats were clearly designed for offensive missions where they would attack with their YJ-83 anti-ship missiles, which can strike targets at a distance of more than 200 km, experts say.

They also appear to be equipped with advanced data processing links so these missiles can be directed from sensors on other aircraft or ships.

The Type-22 also has a close-in weapon system for defense against incoming missiles and what appears to be a launcher for anti-aircraft missiles.

"CARRIER KILLER"

Naval strategists suggest that deployed in big numbers in wartime, these fast and stealthy craft could overwhelm bigger and much more expensive enemy warships with waves of missiles fired from different directions.

Combined with missiles from China's land-based launchers, surface warships, submarines and strike aircraft, these attacks could sharply raise the stakes for an enemy operating close to the mainland.

"This craft is a purebred ship killer, perhaps even a carrier killer," wrote John Patch, a retired U.S. Navy officer in an article for the United States Naval Institute.

In its report on China, the Pentagon said it would continue with efforts to block the transfer of important technology to China that would contribute to China's defense industry and military firepower.

However, for the United States and its allies, it could be difficult to evaluate which technologies or materials should be restricted, according to military analysts, particularly for countries that benefit from close trading relationships with China.

"If you were going to be terribly rigid about this, you'd argue that Australian iron-ore exports indirectly benefit the PLA and thus should be stopped," said Roggeveen.

Chinese activist: My nephew likely being tortured

Now safely in the U.S., Chinese lawyer and dissident Chen Guangcheng says he is still concerned about the family he left behind in China and suggested Thursday that his nephew is being tortured.?

Chen told an audience during a question-and-answer session at the Council on Foreign Relations in New York that since he left his village, local authorities have been retaliating against his family in a "frenzied way."?

Chen, who is blind, said that after he snuck away from de facto house arrest and fled to Beijing that about 30 hired ?thugs? broke into his brother's house in the middle of the night and severely beat him and his son. His claimed his nephew is now isolated in a detention center for injuring the "thugs," who he said "had no choice but to take a kitchen knife and fight back.?


"His lawyer cannot meet with him and has no information,? Chen said through a translator. ?I understand that keeping him isolated from his lawyer probably suggests he may be tortured and they're just trying to hide that fact by not letting him meet anyone."

Chen said that while in Beijing he raised concerns about his family repeatedly through various channels and with different representatives of the Chinese government and was told that the treatment that his family experienced at the hands of the local authorities in his home province would be investigated. He is still waiting for his government to keep their promise to him, he said in New York, where he arrived on May 19.

Unanswered questions
During the course of the Q&A, which was monitored over the phone by this reporter in Washington, D.C., Chen responded to some of the other unanswered questions about his daring escape.

One topic was whether or not he was aware that both U.S. Secretary of State Hillary Clinton and U.S. Secretary of the Treasury Timothy Geithner were coming to Beijing when he was planning his escape from house arrest. No, Chen said. "I didn't know there was a strategic dialogue going to happen because I had been cut off from communications with everyone. I was just isolated from the rest of the world. So, that was a total coincidence."?

Asked whether he knew the U.S. Embassy would provide him refuge, Chen said: ?The U.S. holds itself up as embodying democracy and human rights values. What would it mean if they refused to take me in? I think you all can imagine that. I think on the surface it seems to be a diplomatic question, but the question is: ?Do you try to save someone who is in danger of his life."

He said that being in the U.S. is an opportunity to give his body and mental health a much needed rest and that he is particularly interested in studying laws that protect the disabled. He is working on his English as well. "Everything I want to do takes time, but I want to work hard," he told the audience.

Despite his ordeal, he expressed optimism about the prospect of democracy in China, saying that "his lifetime" is perhaps too big of a time frame ? suggesting change in China could come sooner.

But, he said, it is unlikely to be immediate. ?Many people want to move the mountain in one week,? he said. ?That?s not realistic. We have to move it bit by bit. You can?t expect it to happen overnight.?

Chen ended the program with an inspirational thought. "As I see it in this world, there is nothing that is impossible. If you want to do it, think of a way to do it. There's no such thing as a difficulty that cannot be overcome.??

The recollection appears in a 27-page "sexual history" written by Van Handel, a defrocked Franciscan cleric who is accused of molesting at least 17 boys, including his own 5-year-old nephew, local children in his boys' choir and students at the seminary boarding school where he taught.

The essay, penned for a therapy assignment and kept secret for years, provides a shockingly candid and detailed window into the troubled mind of a notorious pedophile priest. The narrative is believed to be the first of its kind to be publicly revealed through civil litigation despite years of lawsuits targeting sexually abusive priests.

Most confidential files unearthed in court cases only hint at the existence of sexual histories, which are a common part of therapy meant to be seen only by the priest and his psychologist, said attorney Jeffrey Anderson, who has handled more than 2,000 church abuse cases.

"This is unique," Anderson said. "It really is a glimpse into the mind of the molester."

Van Handel's narrative came to light as part of a $28 million settlement between the Franciscans and 25 clergy abuse victims six years ago that also called for disclosure of the religious order's internal files. The accused priests fought unsuccessfully to keep their documents private in a battle that went all the way to the California Supreme Court.

The Associated Press obtained more than 4,000 pages, including Van Handel's "sexual history," from a plaintiff's attorney last week.

Van Handel's account, written between 1993 and 1994 during his treatment at Pacific Treatment Associates in Santa Cruz, is corroborated by letters, victim interviews and court papers from his file. A probation officer also cited the narrative in a sentencing report.

In the essay, Van Handel ? who was himself molested by a priest at age 15 ? traces his perilous descent from a sexually repressed pre-teen terrified of puberty to a serial pedophile who handpicked his victims from the members of a prestigious boys' choir that he founded.

He seems mortified by his crimes but also entranced by them: He describes his "most beautiful" victim, a tanned and tow-headed child of seven, and talks about molesting a trio of brothers and taking nude pictures of the youngest sibling that were "quite artistic."

"Once, or perhaps more than that, I took him up into the tower which was stark concrete with steel barred windows and he posed as a prisoner with few clothes on. I took some photos of him tied up with a big rope," Van Handel recalls of the 7-year-old. "It was as though I could do anything with him that I wanted."

The priest would fondle his singers under the guise of tickling games or back rubs during one-on-one choir rehearsals. He had the boys play dart games that ended in sexually charged wrestling. He rubbed the genitals of high school seminary students in their dorms and photographed young boys in the shower on a choir trip to Europe.

Van Handel seems unaware of how serious his actions are and rarely expresses regret except to describe his paranoia when he thought he would be caught. Instead, he focuses on his own emotional needs in a rare moment of self-reflection.

"There is something about me that is happier when accompanied by a small boy," he writes. "Perhaps besides the sexual element, the child in me wants a playmate."

Van Handel, now 65, is a registered sex offender in Santa Cruz County. He did not return messages and his attorney, Robert "Skip" Howie, said he would instruct him not to comment. Howie said the disclosure of the private medical document will prevent the future identification and treatment of offenders.

"You want the person to be open in the interview, but you totally destroy that avenue if you make these records public," he said.

Seeing the document has been both painful and cathartic for those who recognize themselves in its pages. One victim said Van Handel's memories match perfectly with his own, despite the priest's vastly different perspective.

"It is really validating to read ? in his own words ? that what we've been saying really did happen. We had spoken the truth," said the man, one of the brothers molested by Van Handel. He requested anonymity to protect his siblings, who are not ready to speak publicly.

The priest begins by describing a lonely childhood with an authoritarian father who moved the family five times before Van Handel turned seven. The family of seven finally settled in Orange County when Van Handel was 10.

At age 13, Van Handel's father forced him to read a sex education book that terrified the young boy. He dreaded the onset of puberty, when he imagined sexual urges would be like "poison candy," and prayed to remain a child.

The next year, he entered St. Anthony's, the Franciscan junior seminary in Santa Barbara, to escape his father and his own sexual anxieties.

Instead, the young seminarian was molested by a priest as he lay in the infirmary. The priest told Van Handel that the molestation would draw out his fever by making him sweat. "While I don't think it is of crucial importance in my life, it is curious that this is nearly the exact activity I would perform 10 to 15 years later," Van Handel writes.

It wasn't until after high school, however, that Van Handel began to realize his sexual interests were abnormal.

He discovered pornography near his college seminary and purchased magazines featuring naked children. He used a telephoto lens to take pictures of young children splashing in the campus fountain and bought photography books featuring nude boys.

"I asked my best friend once if he saw anything 'special' in pictures of children and he said, 'No, not at all.' I began to realize that I was different," he writes. "Sometimes I worried about this, but I thought that as long as it was just a fantasy, there was no reason to panic."

It wasn't long, however, before Van Handel's fantasies became reality.

In 1970, he moved to Berkeley to pursue a master's degree and started a boys' choir for local children. There, he molested a boy of about seven, apparently his first victim. Around the same time, he molested his 5-year-old nephew.

Van Handel tried on two occasions to address his blossoming pedophilia by talking to a Franciscan counselor, but he was so vague that the man never understood.

"I would hint, he would stab and we missed each other entirely," he wrote.

In 1975, Van Handel was ordained and was sent to St. Anthony's, where he had been molested more than a decade before.

The young priest hated the assignment and started another boys' choir as a release ? and was soon molesting its members.

He preferred boys between the ages of 8 and 11, he wrote, and their parents always dropped their children off as requested because they trusted the priest implicitly.

"It was clearly my choir and the fulfillment of my fondest dreams," he writes. "Now I understand that it was also a constant supply of attractive little boys."

Van Handel is detailed in his confessions, but seems oblivious to the damage he is doing. He recalls his surprise when one of his most frequent victims resisted him for the first time at age 11, after about four years of molestation.

"He started to cry and that snapped something in my head. For the first time, I was seeing signs that he really did not like this," Van Handel writes.

In 1983, Van Handel saw an article about another boys' choir director arrested for sex abuse. It threw him into a suicidal depression.

"For the first time it was before me that what I had been doing could be classified as criminal behavior," he writes. "I imagined every boy's parents read that article and decided to carefully question their sons about me."

The priest revealed his sexual fantasies to a psychologist but "never gave him enough information to report me," he writes.

In an attempt to reform, Van Handel dated three women, two of whom had children in his choir. He slept with one of the women twice and was terrified she would get pregnant.

"I felt a whole new world was opening up for me, and for the most part I felt really good about the experience," Van Handel writes. "I felt that I was normal."

Around the same time, Van Handel became rector of St. Anthony's and was assigned to investigate another priest accused of sexual abuse. He was shocked when he realized the priest's accusers ? two brothers ? were also victims of his.

In 1992, the parents of one of Van Handel's victims wrote him a letter and copied in the Franciscan leadership. Within months, the priest was removed from the ministry.

Two years later, Van Handel pleaded guilty to one count of lewd and lascivious acts with a minor and sentenced to eight years in prison. There were at least 15 other cases too old to prosecute, according to a police report.

A psychiatrist evaluating him for sentencing once asked Van Handel about his worst fear.

The priest's answer was specific: The public release of his sexual history.
