Police: 100-year-old driver hits 11 near LA school

LOS ANGELES (AP) ? A 100-year-old man backed his car on to a sidewalk and hit 11 people, including nine children, across from an elementary school in South Los Angeles just after classes had ended Wednesday, authorities said.

Four of the children were in critical condition when firefighters arrived but they were stabilized and were in serious condition at a hospital, city fire Capt. Jaime Moore said. Everyone was expected to survive, he said.

The powder blue Cadillac backed slowly into the group of parents and children buying snacks from a sidewalk vendor, and the crowd banged on his windows and screamed for him to stop, but not before some of the children were trapped under the car, witnesses said.

Children's backpacks, shoes, candy and loose change were strewn about the scene behind a discount grocery store across from Main Street Elementary.

Police identified the driver as Preston Carter and said he was being very cooperative.

Carter talked to television reporters after the crash some five miles southwest of downtown Los Angeles. He said he has a driver's license and will be 101 years old Sept. 5.

"My brakes failed. It was out of control," Carter told KCAL-TV.

Asked about hitting the children, Preston said: "You know I'm sorry about that. I wouldn't do that for nothing on earth. My sympathies for them."

Carter was pulling out of the grocery store parking lot, but instead of backing into the street, he backed onto the sidewalk, police Capt. George Rodriguez said.

"I think it was a miscalculation on his part. The gentleman is elderly," Rodriguez said. "Obviously he is going to have some impairment on his decision making."

Older drivers have been involved in other tragedies. In 2003, an 86-year-old man mistakenly stepped on the gas pedal of his car instead of the brake and then panicked, plowing into an open-air market in Santa Monica. Ten people were killed and 63 injured.

According to California's Department of Motor Vehicles, people over age 70 must renew their driver's license in person, rather than via the Internet or by mail. Older drivers can also be required to take a supplemental driving test if they fail a vision exam, or if a police officer, a physician, or a family member raises questions about their ability to drive.

Rodriguez said the collision was being investigated as an accident, and Carter was not under arrest. He has a valid driver's license, Rodriguez said.

Georgia says 14 killed in clashes near Russia border

Three Georgian special forces personnel and 11 gunmen who allegedly crossed from Russia were killed Wednesday in the deadliest violence near the border since their 2008 war, officials said.

Georgia's interior ministry said the men died in clashes after it launched an operation to neutralise an armed gang which had crossed the frontier from Russia's restive North Caucasus region of Dagestan and taken hostages.

Deputy Interior Minister Nodar Kharshiladze stressed however that "we do not know who these people are" -- a comment that avoided putting immediate blame for the incident on Tbilisi's foes in the Kremlin.

"Three special forces personnel were killed and five wounded during the pursuit operation carried out by the interior ministry against the armed group which crossed into Georgia from Russia," Kharshiladze told AFP.

Two of the dead servicemen were interior ministry officers while the third was a doctor serving with defence ministry special forces.

"Eleven members of the armed group were killed," Kharshiladze said.

A further six gunmen were surrounded as the operation continued into Wednesday evening, he said.

"At this point we do not know who these people are and why they entered Georgian territory," he said, calling it the "worst incident" in terms of police casualties since the ex-Soviet state's five-day territorial war with Russia.

The ministry said that an unspecified number of hostages had been freed unharmed during the "anti-terrorist" operation which started overnight.

It released footage on its website showing two of the hostages that it said had been freed.

One of the reported hostages said they had been seized by a group of "armed, bearded men" on their way back to their village of Lapankuri after having a picnic in the Lopota Gorge near the border.

"They told us we were hostages and warned us they would shoot us dead if we tried to escape," the unnamed man said in the ministry's video.

"It was a group of about 15 heavily armed men, they had automatic rifles," he said.

As the stand-off continued, Georgian television showed police vehicles shuttling armed officers in camouflage uniforms into the area and helicopters circling overhead.

Tensions between Georgia and Russia have remained high since the 2008 war and the two countries do not have diplomatic relations.

Russia, which has been trying to crush a long-running Islamist insurgency in North Caucasus republics including Dagestan and Chechnya, has repeatedly accused Georgia of offering a safe haven to militant extremists.

The Western-backed government in Tbilisi has consistently rejected Moscow's allegations.

Russian forces pushed deep into Georgia during the 2008 conflict to repel Tbilisi's military attempt to regain control over the Moscow-backed breakaway province of South Ossetia.

After defeating Georgia's army, Russia was strongly criticised by the West for recognising South Ossetia and another Georgian rebel region, Abkhazia, as independent states and stationing troops there permanently -- a move that Tbilisi describes as occupation.

A 61-year-old neighbor of mine in Oregon recently incurred a $45,000 hospital bill. She is unemployed and uninsured. The hospital gave her some financial assistance, but because she has some savings, including an IRA worth $220,000, the hospital argues that she has the resources to pay the balance. What should she do? Should she withdraw funds from her IRA, resort to a reverse mortgage or risk defaulting and being turned over to a collection agency? ? L. Wilson

Your neighbor should negotiate the terms of a payment plan with the hospital, spreading the payments over as many years as possible to make them easier to fit into her budget. "Don't let this go to a collection agency," warns Anna Sergunina, with Mainstreet Financial Planning in San Mateo, Calif. "It's a lot easier to negotiate with the hospital than with the collection agency."

Your neighbor doesn't have many other options. If she drew on her IRA assets, she'd have to pay income tax on the withdrawal, which likely would add between $6,750 and $11,250 to her cost, depending on her tax bracket. A reverse mortgage is out: They are only for people age 62 or older. One possibility she could consider is a home equity line of credit. "Interest rates are low," says Sergunina. "But she might have difficulty qualifying because she's unemployed and has very little income."

If collection agencies do get involved, she should know that her Social Security benefits and IRA assets are safe. Social Security payments can't be garnished, except by the federal government, and in Oregon, IRA assets are protected from creditors (the rules vary from state to state).

Zimbabwe conservation group: wildlife threatened

HARARE, Zimbabwe (AP) ? A consortium of wildlife ranchers says tens of thousands of animals face annihilation in a wave of land takeovers in southeastern Zimbabwe by politicians of President Robert Mugabe's party.

The Save Valley Conservancy said Sunday that thousands of people's livelihoods also are threatened in in the 1,000 square mile (2,600 square kilometer) nature preserve and surrounding districts after hunting permits and land were granted to 25 leaders of the ZANU-PF party in a black empowerment program.

In Sunday newspaper advertisements, the consortium said "greedy individuals" ? including a provincial governor and a Mugabe Cabinet minister ? had used color as "a racial tool" to collapse world-renowned wildlife conservation for short-term gain.

The group said that when humans behave like animals, people destroy not only each other but generations to come.

TAMPA, Fla. (AP) ? Undaunted by Mother Nature, Republicans are set to descend on Florida as Mitt Romney's team works to cram four days of events into three after the threat of Tropical Storm Isaac forced the soon-to-be nominee to cut short his national convention.

Officials say they hope to begin laying out a revised schedule on Sunday.

As aides in Tampa scramble, Romney is taking a rare day off the campaign trail at his lakeside vacation home in New Hampshire, receiving updates on the storm and making final preparations for the Thursday speech with which he will accept his party's presidential nomination.

"The safety of those in Isaac's path is of the utmost importance," Romney tweeted after Republican officials announced they had called off Monday's convention proceedings.

Because of possible storm surges and flooding Isaac could bring, convention organizers said they were making contingency plans to move delegates who have been booked into beachfront hotels to other locations if necessary. They indicated the schedule shift also was meant to prevent overburdening emergency response personnel at the height of the storm.

The GOP made the announcement late Saturday, saying that while the convention would officially be gaveled into session on Monday as scheduled, events would be postponed until Tuesday.

With Isaac boring down on the coast, President Barack Obama, who was spending the weekend at the Camp David presidential retreat in Maryland, dispatched the Federal Emergency Management Agency to establish a command center and move more resources into the state. Vice President Joe Biden scrapped a planned campaign trip into Florida that was to counter the start of the GOP convention.

Republicans hope to use this week's convention to cast Romney as a determined leader with the know-how to fix the country's economy. They also want to introduce him as a family oriented figure to counter the image of him as a ruthless businessman as Democrats have sought to brand him.

Romney and his wife, Ann, looked to show off the more personal side with a joint interview airing Sunday.

"I wish everyone could see him how I see him, because as a mother, I've seen him, how compassionate he's been with me, as a wife and my raising these small children and how he always valued my work as being more important than his," Ann Romney said in the "Fox News Sunday" interview taped at the family's summer home in New Hampshire.

The candidate described his wife as his "best friend, obviously, and my counselor throughout my life," according to an advance transcript.

While the Romneys reveled in their convention, Obama was due to travel next week to college towns in Iowa, Colorado and Virginia to court young voters and college students. The president's nomination for a desired second term was to come a week later in Charlotte, N.C., during a Democratic convention beginning Sept. 4, right on the heels of the Republican convention.

In an interview with The Associated Press published Saturday, Obama sought to portray Romney as someone beholden to "extreme positions" on economic and social issues. Obama took pains to paint Romney and his running mate, Wisconsin Rep. Paul Ryan, as ideologues at a time when voters seem frustrated by government gridlock.

After a near-constant travel schedule since he was announced as the GOP vice presidential candidate, Ryan was also taking a rare break. Following a Saturday evening fundraiser in Manchester, N.H., he returned home to Janesville, Wis. Aides said Ryan planned a quiet Sunday. Then, before flying to Florida, he was to appear at a Monday rally in his hometown that was likely to offer him a hero's sendoff.

A few of Romney's former presidential rivals were holding events of their own in Tampa. Herman Cain and Minnesota Rep. Michele Bachmann ? both have endorsed Romney ? were appearing at a joint event. Texas Rep. Ron Paul, who hasn't conferred his blessing on the presumptive nominee, was anticipating thousands at a University of South Florida rally.

SARATOGA SPRINGS, N.Y. (AP) ? Too close to call indeed.

Track announcer Tom Durkin couldn't pick the winner of the $1 million Travers Stakes, and neither could anyone else when Alpha and Golden Ticket flashed across the finish line Saturday at absolutely the same time.

The photo finish sign went up immediately on the infield toteboard at Saratoga Race Course, and a few minutes later, the race was declared an official dead heat ? the first time the Travers wound up with two winners in 143 runnings dating to 1864.

"I thought we were beat at first, then I thought we won," said an ecstatic Ken McPeek, who trains 33-1 long-shot Golden Ticket. "I couldn't tell. I'm thrilled we finished in a dead heat."

It appeared Golden Ticket would be alone in the winner's circle as the field of 11 3-year-olds rounded the final turn and headed down the stretch on a hot and humid day. With David Cohen aboard, Golden Ticket moved inside and grabbed the advantage. But jockey Ramon Dominguez kept urging on 2-1 favorite Alpha, and the game colt trained by Kiaran McLaughlin caught his rival in the final stride.

The crowd of 46,528 roared, while McLaughlin and McPeek smiled and high-fived each other in the grandstand when the result was official.

"It's a dead heat but it goes in the 'W' column," said McLaughlin, who added a Travers win to his Alabama score last week with 3-year-old filly Questing. "It doesn't happen very often in a Grade 1, $1 million race, but we're all happy it happened today."

The 1874 Travers also ended in a dead heat, but Attila was declared the official winner after a runoff with Acrobat.

Fast Falcon, send off at 32-1, was a neck behind the winners in third place. Atigun, also trained by McPeek, was fourth, followed by Nonios, Neck 'n Neck, Stealcase, Speightscity, Liaison, Five Sixteen and Street Life. The winning time for the 1 1/4 miles was 2:02.74.

Alpha returned $4.10, $5.10 and $3.90, and Golden Ticket paid $26.80, $26.40 and $11.80. Fast Falcon, trained by Nick Zito, returned $13.60.

McPeek is familiar with pulling off upsets. In 2002, he won the Belmont Stakes with 70-1 shot Sarava, who spoiled War Emblem's Triple Crown bid. But he'll certainly share this win with a fellow trainer from Lexington, Ky.

"It would have been a heartbreaker for either one of us to lose," said McPeek, who decided on Tuesday to give Golden Ticket a chance in the Travers because several other options didn't pan out.

McPeek insisted Golden Ticket was training well, and would run a big race. McLaughlin felt the same way about his colt, who matched his sire Bernardini by completing the Jim Dandy-Travers double.

"We thought he would run great, and he did," said McLaughlin, who trains Alpha for Sheik Mohammed's Godolphin Racing.

This Travers may have been without the best of the 3-year-old bunch, including retired Kentucky Derby and Preakness winner I'll Have Another and Belmont winner Union Rags, but it turned into a race for the record books. And it came on the 50th anniversary of another great finish ? in the 1962 Travers, Jaipur and Ridan dueled the entire race before Jaipur won by a nose.

As expected, Speightscity shot straight to the lead from the rail, with Stealcase second Alpha racing comfortably in third place. With a quarter mile to go, Golden Ticket took the lead, and Alpha moved up to second. With the crowd cheering as the two raced to the finish, Alpha closed ground steadily and Durkin shout from high atop the Spa that it was too close to call.

Dominguez didn't know who won, either.

"I don't think either of us really knew," Dominguez said, referring to Cohen. "When we both realized it was dead heat, we were pretty relieved and pretty happy at the same time."

Travers tradition calls for a canoe sitting in a lake in the infield to be painted in the winning colors. It now appears there will be two canoes.

"I'm wondering who gets the canoe, how they're going to paint it the canoe," said McLaughlin. "That's very important at this time."

Alpha came into the Travers off a win in the Jim Dandy, while Golden Ticket was a last-minute entry by McPeek and had won only one of nine career starts.

In earlier races:

? Willy Beamin ($24.80) ran down the leaders in the stretch for a surprising win in the $500,000 King's Bishop just three days after the colt trained by Rick Dutrow Jr. won the Albany Stakes.

? Even-money choice Contested ($4) took the lead with an eighth-mile to go after losing her footing at the start and won the $500,000 Test Stakes for 3-year-old fillies by two lengths over Gypsy Robin. Trained by Bob Baffert, Contested won for the fifth time in her last six starts.

? Zagora ($5) took charge in the final eighth-mile and won the $250,000 Ballston Spa for fillies and mares by 1 1/2 lengths over Hungry Island.

The Honda rider fractured his right ankle in qualifying for last weekend's Indianapolis Grand Prix although he decided to race and finished fourth.

But Stoner told reporters on Thursday that his doctors have advised him to have surgery on his damaged ankle to avoid any permanent injury.

"The plan is to get back to Australia as soon as possible because, after travelling, we have to wait for the inflammation to go down before we can have surgery," said Stoner with just seven rounds left to race.

"I've done about as much damage as I can do down there. My doctor is very honest with things. Normally, he has no problem with getting back out there and me riding on injuries.

"Every piece of advice we have seen has said to get off this foot as soon as possible because if I damaged it again, it could be permanent.

"The plan is to come back maybe a race or two before Phillip Island (in Australia in October) but until we have the surgery we really can't say exactly when we will be able to return.

"We had a good opportunity to get some points back at Indianapolis but this has finished our championship at this point. It's disappointing when you go this far into a championship and put in this much effort.

"We were coming to a point in the season to circuits that suit me better. To have this, especially in my last year, is frustrating. It's a big hit to the heart, that is for sure."

Stoner, who will retire at the end of the season, is third in the world championship standings after 11 races, 39 points behind series leader Jorge Lorenzo.

China is tough against Tokyo but reins in activism

BEIJING (AP) ? Wu Qingjun is no dissident. In fact, this activist's pet issue ? China's claim over a set of islands controlled by Japan ? aligns him squarely with Beijing's government. But that didn't stop authorities from sending four agents to tail him.

As Beijing continues a tense war of words with Tokyo over a set of islands in the East China Sea, it is quietly reining in anti-Japanese activists at home, trying to keep them from staging protests that could threaten relations with Tokyo or even backfire into criticisms of China's communist government.

The government's sensitivity over protests that took place in several Chinese cities on Sunday over the set of islands ? known as Diaoyu in China and Senkaku in Japan ? reflects its perpetual fear that allowing its people too much freedom to hold protests ? any protests ? could snowball into domestic dissidence.

The four state security agents sent to watch over Wu ahead of a planned protest in his hometown of Changsha in southern China tailed him for 24 hours, ended their surveillance only after the protest was well over. He was thwarted in his plan to deliver calcium pills to the local military base in a gesture aimed at telling his government to show more fortitude in the dispute.

"They need to have a stronger backbone," Wu said. "Our government has failed to protect its own interests."

Veteran activists involved in previous anti-Japanese campaigns say police have prevented them from taking part in protests in several Chinese cities this past week and that they remain under watch. The government has warned boat captains not to take any campaigners to the islands, where likeminded Chinese from Hong Kong landed on Aug. 15 in a move that raised diplomatic tensions.

Beijing is especially averse to activism ahead of a generational handover of power in the Communist Party later this year, and dislikes being portrayed as soft in defending Chinese territorial interests.

Territorial disputes are common among East and Southeast Asian nations as they vie for control of fishing grounds and natural resources. South Korean President Lee Myung-bak recently angered Japan by visiting a disputed island in the Sea of Japan claimed by both, prompting Japanese Prime Minister Yoshihiko Noda to send Lee a letter of protest.

On Thursday, a South Korean diplomat in Tokyo attempting to return the letter was stopped by Japanese authorities from entering the Foreign Ministry building.

Japanese Foreign Ministry spokesman Masaru Sato said returning a signed personal letter from a national leader is "simply impossible" and "extremely impolite and unheard of."

The United States on Thursday said it was "uncomfortable" that two valued U.S. allies were in dispute and urged them to resolve it peacefully.

"It's obviously not comfortable for us when they have a dispute between them. So our message to each of them is the same: Work this out, work it out peacefully, work it out through consultation," State Department spokeswoman Victoria Nuland told a news conference in Washington.

Tensions over the Diaoyu islands between Japan and China flared again this year when the outspoken Tokyo governor floated a plan to purchase the islands from private ownership to solidify the state's claim. The U.S. reiterated its support of Japan's claim over the island on Wednesday.

In China, the state-run media have been in full battle cry and authorities have not banned online discussions about the islands dispute, but activism is being kept under tight control.

"We are considered an element of social unrest," said Li Nan, an anti-Japan activist in Beijing who says he is constantly questioned by police about his plans.

The state-run media praised Sunday's protests in China as spontaneous acts that inspired patriotism and showed national unity, but condemned the violence that accompanied them. In some cities, Japanese restaurants were vandalized and Japanese-brand cars, including a police car, were smashed by angry protesters.

"Regrettably, a few people did stupid things." read an editorial in the state-run China Youth Daily, adding photos of the acts "hurt the patriotic protests and hurt the national image of China."

A Wednesday editorial in the Global Times urged the public not to blindly boycott anything Japanese because of the bilateral economic interests between the countries.

"As long as we can keep the political stability, time will be on our side. Don't overreact and fall into the other's trap," the newspaper said.

The U.S-based China Digital Times, which tracks the Chinese online media, said Chinese media have been told to play down the anti-Japanese protests and not to circulate photos of vandalism during the protests. The Associated Press could not independently verify the information.

Wu, the activist from Changsha, said he knew police would be visiting him when the word started to spread last week online about the planned protest.

To save himself from the trouble of explaining the appearance of police to his neighbors, Wu said he decided to check into a hotel and inform the police of his whereabouts.

"I'm not hiding or fleeing," said Wu, whose past experience told him the police would find him anyway.

"There is a price to pay to defend the Diaoyus, that is to lose some freedom and some privacy," Wu wrote on his microblogging account, apparently in the defiance of the police warnings against posting online.

Wu said he still gets calls from police asking if any further protests or activities are planned.

In Beijing, Li said he has been told not to attempt to travel to the islands. "It has become impossible," Li said. "The biggest obstacle for groups defending the islands comes from the government."

"The Chinese government is not used to any grassroots organization, whether it is for environmental protection or AIDs," Li said. The government is suspicious of such groups' motives, he said.

And it does not help that the activists are grumbling about what they see as the government's failure to act even though its public stance on the island chain is the same as theirs.

"The government has no strategy to deal with the dispute with Japan. But whenever there are internal protests, it is quick to take action to ensure order," Li said.
